			<content:encoded><![CDATA[<p style="text-align: justify;"><strong>The International Olympic Committee (IOC) is delighted to see the position of sport in the European Union (EU) strengthened through the Lisbon Treaty. The new EU Treaty will come into effect tomorrow, and, for the first time ever, will provide a legal basis for sport &#8211; something for which the Olympic and Sports Movement has been fighting for the last 15 years. Articles 6 and 165 stress the significance of sport in Europe, recognise its specific nature and define the promotion of sport as a Community objective.</strong></p>
<p style="text-align: justify;"><em>Jacques Rogge</em>, President of the <strong>International Olympic Committee (IOC)</strong>, said: &#8220;We have come a long way. I thank the member states for their strong commitment to sport over the last years. The impact of sport in the EU is huge, as is the influence of EU policies on sport. It really is time to move from a case-by-case approach to an environment where the specific characteristics of sport can be taken into account properly.&#8221;</p>
<p style="text-align: justify;">The reference to sport in the <strong>Lisbon Treaty</strong>, which also mentions the &#8220;specific nature of sport&#8221;, provides the necessary instrument to do so. It should allow sport to be looked at not only from a purely economic point of view, but also from its voluntary structures as well as its social and educational role. Furthermore, sport&#8217;s fundamental principle of financial re-distribution for the purpose of sporting development distinguishes it from other industries. In this regard, the Olympic and Sports Movement has been confronted with several challenges in the past, especially when it came to judgments of the European Court of Justice on pure sporting rules. For instance, the protection of national teams and the regulations concerning free movement of professional athletes need to be addressed in the light of sport-specific rules and the particular characteristics of international sport.</p>
<p style="text-align: justify;">Whilst the <strong>European Union</strong> is not given any direct legal competences for sport, its role will be to support and promote actions of the member states in this field, following the principle of subsidiarity. &#8220;We fully support this approach since the <strong>European Union</strong> should support and not regulate sport&#8221;, stated Patrick Hickey, President of the <strong>European Olympic Committees (EOC)</strong>.</p>
<p style="text-align: justify;">This indicates that sport organisations in Europe will gain momentum through more funding opportunities. The reference to sport in the Lisbon Treaty enables the set-up of a specific EU sports funding programme as well as a better mainstreaming of sport in existing programmes.</p>
<p style="text-align: justify;">In the coming months, the focus of the <strong>Olympic and Sports Movement</strong>, which took a clear and unified position on the autonomy and specificity of sport last year, will now be on the proper implementation of articles 6 and 165. It is about protecting sport&#8217;s autonomy on the one side, and safeguarding the integrity of sporting competitions on the other side. &#8220;We are ready to contribute with our expertise to fill the new articles on sport with life and make it a success story for everybody. The Spanish government has already invited us to work closely together in the first half of 2010. We are ready to do so and also to continue with the regular and structured dialogue that we have built up with the EU institutions&#8221;, said Mario Pescante, IOC Vice-President and Chairman of the IOC International Relations Commission.</p>
<p style="text-align: justify;">Under the Spanish Presidency, a formal Council of Sports Ministers will take place for the first time ever.</p>

<p style="text-align: justify;"><strong>Kansas State University Wildcats</strong> are walking tall with the announcement of their senior tight end, Jeron Mastrud, as recipient of this year&#8217;s <strong>ARA Sportsmanship Award</strong>, presented by the Awards and Recognition Association (ARA) www.arasportsmanshipaward.com.</p>
<p style="text-align: justify;">
<p style="text-align: justify;">&#8220;The <strong>ARA Sportsmanship Award</strong> is the only national award that recognizes an athlete&#8217;s character as it relates to sportsmanship,&#8221; said Glenn Beckworth, president of the ARA.</p>
<p style="text-align: justify;">&#8220;Our blue ribbon panel of retired coaches and sports experts had a daunting task this year with so many outstanding Bowl Division candidates. In this, our fifth year, it was a very tight race and we&#8217;re encouraged by the caliber of athletes that live and breathe good sportsmanship,&#8221; said former Brigham Young University football coach and selection committee chairman, LaVell Edwards.</p>
<p style="text-align: justify;">&#8220;It was Mastrud&#8217;s unselfish, classy and service-oriented approach to the game and to life that made him stand out. He&#8217;s an extremely hard worker with a positive can-do attitude. I&#8217;m deeply honored to name him the 2009 recipient of the ARA Sportsmanship Award.&#8221;</p>
<p style="text-align: justify;">With a strong work ethic for academics and football, 22-year old senior Mastrud has been a team leader since his freshman year. Known for his humble approach toward coaches, teammates, opponents and the media, Mastrud was a 2009 First Team All-Big 12 selection who caught 21 passes for 233 yards and one touchdown during 2009. A team captain, he appeared in 48 of a possible 49 games during his Wildcat career, while he started a team-best 26 straight games to conclude his tenure in Manhattan.</p>
<p style="text-align: justify;">Earning a 3.81 GPA in business administration, Mastrud has earned high praises for his academic achievements as Second Team Academic All-American and one of 10 players nationally to earn Academic All-America honors in consecutive seasons. In addition to his academic achievements and football records, the Beaverton, Oregon native and son of a high school football coach has shown his steadfast commitment to community service.</p>
<p style="text-align: justify;">The ARA Sportsmanship Award is presented to the NCAA Bowl Division collegiate football player who most exemplifies sportsmanship on and off the field. Mastrud was selected from 10 finalists representing schools across the country.</p>
<p style="text-align: justify;">Previous winners are Northwestern University receiver Eric Peterman (2008); Washington State quarterback Alex Brink (2007); Cincinnati Bengals fullback Brian Leonard (2006); and Carolina Panthers running back, DeAngelo Williams (2005).</p>
<p style="text-align: justify;">To qualify for the award, an athlete must be a starting player or significant contributor on his team; be a senior in good academic standing; demonstrate great respect for competitors, school, teammates and coaches; show an ability to accept victory and defeat graciously; convey a high degree of humility and integrity; and demonstrate commitment in the classroom and to the community.</p>
<p style="text-align: justify;">All NCAA Bowl Division schools were eligible to submit nominations for the ARA Sportsmanship Award. The finalists were selected in a blinded process by representatives from ARA; the winner was selected by a blue-ribbon panel comprised of famous retired college coaches, members of the sports media and representatives from other complementary organizations.</p>

The voting saw a record 12 million votes cast as the top players and moments from the 2009 season were chosen from 14 different categories, as well as a new honor, none of which were restricted to individual League affiliation.</strong></p>

<p style="text-align: justify;">Stanford University was the first ever repeat winner by coming out number one in eight sports and fielding 17 top-15 squads, along with being ranked by U.S. News as America&#8217;s fourth best academic college/university. Florida nailed down the number two overall ranking with only one top-ranked sport (softball), but had 15 top-15 squads and was ranked 47 by U.S. News. The school jumped from last year&#8217;s number five listing.</p>
<p style="text-align: justify;">The North Carolina Tar Heels, who were number one in &#8217;07 and number three in &#8217;08, claim their third consecutive top-five overall finish. UNC dominates the baseball diamond with an Elite 50 &#8220;Triple Crown&#8221; &#8211; three years running as the top baseball program. <p style="text-align: justify;">Rod Hall Racing once again demonstrated the inherent off-road capability of the HUMMER H3 as the team secured both the stock full and stock mini class wins at the 2009 SCORE International Baja 1000. The #860 H3 Alpha, piloted by Chad Hall, captured the stock full class victory, while team owner Rod Hall partnered with Emily Miller and Mike Winkel to earn the stock mini class win with the #761 H3.</p>
<p style="text-align: justify;">With the combined wins, Rod Hall holds the record of 21 Baja 1000 class wins and remains the only racer to have competed in all 42 Baja 1000 competitions.</p>
<p style="text-align: justify;">The 2009 SCORE International Baja 1000 marked the 42nd anniversary of the grueling off-road race and covered 672.85 miles, starting and finishing in Ensenada, Baja California, Mexico. It ran from November 20-21, 2009.</p>
<p style="text-align: justify;">&#8220;Off-road motorsports is an integral part of HUMMER&#8217;s vehicle development process and a cornerstone of the brand&#8217;s DNA,&#8221; said James Taylor, HUMMER CEO. &#8220;We&#8217;re extremely proud of the team&#8217;s resilience to earn these stock class victories and congratulate the Rod Hall Racing program on another successful Baja 1000. Race after race, they continue to prove the rugged nature of HUMMER vehicles.&#8221;</p>
<p style="text-align: justify;">In the stock full class, Chad ran a trouble free race in the #860 H3 Alpha, finishing in 22:48:40 hours and averaging 29.50 mph. While the team won the class by more than four hours, they battled the nearest competitor&#8217;s Dodge Ram 2500 for the entire race until the Ram suffered a broken front axle less than 30 miles from the finish. The victory marked the third consecutive Baja 1000 in which the H3 Alpha was the first stock class vehicle to finish the race and was Chad Hall&#8217;s eighth Baja 1000 class win.</p>
<p style="text-align: justify;">&#8220;These production trucks are the right size. They&#8217;re fun, take a lot of abuse and just keep running and running,&#8221; said Rod Hall. &#8220;You&#8217;d be surprised at how much abuse the H3 can take.&#8221;</p>
<p style="text-align: justify;">In stock mini, the team suffered an early 100-mile deficit as a result of a broken steering rack seal caused by a significant impact to the front end of the #761 H3 near race mile 40. Despite the odds, the team battled back to pass the class leader less than 30 miles from the finish line and post a winning time of 28:53:30 hours.</p>
<p style="text-align: justify;">One of the three Halls has been the driver of record behind the wheel of a HUMMER on a class-winning team in the SCORE Baja 1000 for the ninth straight year and 13th time in the 16 year-history of the stock class. With 33 class wins, the Halls continue to be the winningest family in the history of the race.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;"><strong>Champs Sports is giving away 23 scholarships to participants of the Champs Sports Champion Scholarship Challenge. The top three finalists will receive a $5,000 college scholarship and a trip for two to the Champs Sports Bowl, which takes place on Tuesday, December 29, 2009 at the Florida Citrus Bowl Stadium in Orlando, Fla. At the game, one of the finalists will be named the grand prize winner and will double their scholarship to $10,000. The twenty runner-up winners will receive a $1,500 scholarship.</strong></p>
<p style="text-align: justify;">As part of the nationwide &#8220;Are you a Champs Sports Champion?&#8221; scholarship program, participants must write a 300-word essay on how they make a difference on their team &#8212; the team could consist of a sports team, family, school, community, etc. The program is open to applicants ages 14 and older and submissions to www.champssports.com/scholarship will be judged on content, originality, and creativity. The deadline for submission is November 29, 2009.</p>
<p style="text-align: justify;">&#8220;We are always looking for new and innovative ways to provide our customers with unique experiences to show our gratitude for their loyalty and patronage,&#8221; said Rob Brodersen, vice president of marketing at Champs Sports. &#8220;We are proud to give these young winners money towards their future education, and hope to continue our efforts of enriching the lives of customers within the communities we serve.&#8221;</p>
<p style="text-align: justify;">In its sixth year of sponsorship, the Champs Sports Bowl is a match up of the ACC and Big Ten &#8211; Tuesday, December 29, 2009 at 8:00 pm.</p>
